インドで新しく舗装されたばかりの舗装材（アスファルト？）を、女性や高齢者を含む地元の人々がクワなどを使って次々と掘り返しています。
剥がした舗装材を何に使うのか分かりませんが、公共意識が欠如していてただ単に盗んでいるだけだと思います。が、絨毯のように手で簡単にアスファルトが剥がれる「手抜き工事」を世間に告発するためだという説も。
